hey there! I think going to a hairstylist is probably the best choice. The price will depend on the type of highlights you want and how difficult it is to bleach your hair as sometimes it takes more bleaching sessions to get the color you want. Good luck and let us know how it turned out!

You can use a 30 volume developer to lighten up your dark blonde hair.
30 Volume Developer (30V/9% peroxide) will lift the hair up to 3 levels higher and is commonly used with lightener. It doesn't have the power to lighten up your hair by itself.
